...when the instructions for by boat say not to use one?

The instructions mean that you should not use a high pressure pump
like you would use for instance for pumping up car tyres and the like.
The low pressure blower type pumps are terrific for taking the
hard work out of inflating your kayak or boat , so all you need to do is then
top up to the advised max working pressure using a footpump , preferably
with a gauge , either inline at the valve or on the pump itself.
