I've heard various opinions regarding seal placement. Some say wear seal over life jacket others say wear under. What's the concensus here??

Depends on the model and personal preference. If it is an AE Spray Skirt then it is suggested to wear over your PFD.

The Canadian government safety rules say wear the PFD over everything else.
It's particularly important for river kayaking. If you get caught under a rock ledge or in a strainer (sunken tree with underwater branches), you might need to remove the PFD.
For sea kayaking, if you're wearing a tuilik over the PFD, you're not likely to be in danger from a rock ledge or a sunken tree.
I wear a PFD over a paddle jacket and skirt, and so do all my friends and acquaintances locally.
The only exception is my friend Mike, who wears a tuilik over his PFD, but only when he's practising rolling his sea kayak and playing on standing waves in a current. He wears his PFD over a paddle jacket and skirt most of the time.
