The inflation instruction of my AE Expedition say: "5. Inflate chambers 6&7 /8&9 for desired deck lift".
Is this step obligatory? Is it suitable not to realize this step in the windy days?

If you don't want or need the extra room under the deck, I can't see how it would matter if you inflate them or not. However, it does tighten the outer cover to the main chambers a little more, which might improve performance a little.

It would be best to inflate them because they are not really going to affect the performance in windy conditions. They help strestch out the cover tomake it tighter and also lift the deck of the kayak up to give you better watershed. If they are deflated, then you can get water pooling up on the deck and have a bit more of a saggy cover.

Don't forget that they just might provide that last little bit of flotation that saves your butt in the event of an air leak in another chamber.
