Correct position of deck lifts?

Correct position of deck lifts?

I have the Advanced Frame AE 1044DS-XLC. I would like to know the correct position of the deck lifts.
Should the deck lifts lay flat on the tube cover so they are facing the outer part of the kayak, or should the deck lifts lay flat on the tube cover so they are facing the inner part of the kayak?

The deck lifts face inward with the valve inflation tubing on the bottom side.
